This study examines the impact of talent incentive policies on high-tech employees' innovative performance in dynamic environments. Drawing from motivation theory, social cognitive theory, Maslow's hierarchy of needs, and social identity theory, the study takes a comprehensive approach encompassing theoretical analysis, empirical investigation, and policy recommendations. The study surveyed 1262 employees at the Hainan Free Trade Port. The findings reveal that the perception of talent incentives positively influences employees' innovative performance, and the influence of these policies on the innovative climate is significant. Also, organizational identification moderates the relationship between the perception of talent incentives and innovation performance. Furthermore, the study findings provide valuable insights for policy-making and organizational management, promoting innovation and competitiveness in free trade port environments. The study's outcomes contribute to understanding talent incentive policies and their impact on employee performance.en_US
